Rosalyn Wylie, 2004-05 Faculty Affairs Committee Chairperson, updated the Executive Committee on the tasks pending before the 2005-06 Faculty Affairs Committee by e-mail. The section of her July 27, 2005 e-mail relevant to the Faculty Ombudsman position reads as follows: “The
Faculty Ombudsman position was established on a pilot basis for one year
beginning in the 2005 fall semester. Therefore,
follow up by the Faculty Affairs Committee will be necessary during the 2006-07 academic year.
Additionally, the Senate needs to actively promulgate the existence of the
position to the campus community, as was stipulated when the Senate approved
the committee’s recommendations on 2/23/05. The Ombudsman will report to the Faculty Affairs Committee annually with information on the
number and kinds of assistance offered.” |

At the April 26, 2006 Senate meeting at which the Faculty Ombudsman’s Report was presented as an Advisory Item, the 2005-06 Faculty Affairs Committee Chairperson Chris DeSantis, stated in his Faculty Affairs Committee remarks that: “The Faculty Ombudsperson program has just completed its pilot year; Dr. Ira Schoenwald, Director of Human Resources, serves in that position and has mediated 15 cases. The Faculty Affairs Committee recommended that the ombudsperson position be retained for another year and that Dr. Schoenwald continue in that position. The committee also recommended that the 2006-2007 Faculty Affairs Committee devise a way to annually evaluate the person holding the position.” |

In September of 2002, Senate Chairperson Lane Crothers and the Senate Executive Committee charged the Faculty Affairs Committee with the development of a position paper regarding issues related to faculty and staff recruitment and retention. The memo was forwarded to the 2002-03 Faculty Affairs Committee by email. Update: No report was submitted on this issue by the 2002-03 Faculty Affairs Committee. Update: Per the 2003-04 Faculty Affairs Committee, the committee will work on this issue with the subcommittee of Educating Illinois, which is focusing on prioritizing faculty distinctiveness and excellence. Update: No further reporting by the
2003-04 Faculty Affairs Committee. As such, the 2004-05 Senate Executive
Committee forwarded Memo 08.06.04.01 (next
document) to the 2004-05 Faculty Affairs Committee, which specified a
date by which the Faculty Affairs Committee should submit its tentative
findings. |

NOTES:
The 2004-05 Executive Committee endorsed a memo composed by Senate
Chairperson Lane Crothers to the Faculty Affairs Committee in August of 2004
concerning the issue of faculty and staff recruitment and retention. The
relevant section of the memo reads as follows: |

“Issues that require greater study and long-term planning across the University: The Executive Committee notes that the item, “Develop a report on recruitment and retention of faculty and staff at ISU,” is a substantial and complex item. The committee recommends that the Faculty Affairs Committee consult with a representative of the Provost’s office about the on-going work on this topic. The Executive Committee also recommends that the Faculty Affairs Committee contact the co-chairs of the NCA accreditation team, Jan Shane-Murphy and Paul Borg, regarding their work on this issue. The committee should also work with the Provost’s office to maximize appropriate and timely governance involvement on any policy recommendations that emerge from these discussions. The Executive Committee expects an interim report on the Faculty Affairs Committee’s work on this issue by April 15, 2005. It does not expect that this issue will come up for Senate action this year, however. The
Executive Committee notes that, other than the issues associated with
creating an Ombudsman position and those associated with the report on the
recruitment and retention of faculty and staff at ISU,” the work scheduled
for the Faculty Affairs Committee is relatively light. Accordingly, the Executive Committee
expects the members of the Faculty Affairs Committee to use this opportunity
to identify additional areas of concern for faculty at ISU. This brainstorming should solicit opinions
from across the campus community. Of
particular importance will be the NCA team exploring issues of faculty distinctiveness
and excellence; the committee should contact the leaders of this team as they
explore this charge. The Executive
Committee does not expect that this issue will be resolved within the 2004-05
academic year; however, it requests the Faculty Affairs Committee brief the
Senate regarding its tentative findings and conclusions no later than April
1, 2005.” |

08.02.05.02). The section of her e-mail relevant to the faculty and

The 2005-06 Faculty Affairs Committee submitted a report that included the results of its Faculty Retention Survey, as well the committee’s recommendations based on those results, to the Senate on 3/8/06. The Senate recommended further study of the survey results to identify policies and procedures already in place that addressed certain concerns expressed in the survey. The Senate also recommended a prioritization of the Faculty Affairs Committee’s recommendations for addressing those concerns. The 2005-06 Faculty Affairs Committee, per its reports to the Senate, continued its discussion on the issues until the end of the academic year. NOTE: The Senate Minutes of 3/8/06, which are included in this packet,
offer specific suggestions for further revisions to the report. |

of Arts and Sciences expressed concerns about certain Human Resources hiring
processes. His concerns included restrictions imposed on search committee
members, specifically, restrictions that limited search committee members

chosen. The Senate Executive Committee

expressing concerns about Human Resources hiring practices. Attachments to
e-mail: ISU Recruitment Manual, Ethics of Recruitment and Faculty
Appointments AAUP Policy, Access to Faculty Personnel Files AAUP Policy. In response to the concerns expressed by Prof. Harry Deutsch regarding hiring processes in his memo of 2/5/08, Document 02.08.08.01, Senator Kalter submitted the three documents listed above for the Senate Executive Committee’s consideration. During the February 11, 2008 Executive Committee meeting, Senator Kalter expressed her own concerns about the restrictions recently imposed on employment searches, specifically restrictions on who is permitted to view candidate files, as well as other changes recently imposed by HR without faculty input. Senator Kalter stated that she would like to begin a discussion about whether the restrictions to files were based on legal statute and whether such restrictions were the norm in academic hiring practices. She added that she had not been made aware that there was such a thing as an “ISU Recruitment Manual” until recently and that the document had never gone through the Senate. Senator Kalter supplied two AAUP policies that addressed the pros and cons of open vs. limited access to personnel files, as well as other personnel issues. Senator Paul Borg submitted a memo to the Executive Committee concerning the HR Recruitment Manual and the ASPT document. There are apparently discrepancies between the two documents that have caused some confusion, such as the use of certain terms without specific definitions of those terms. The Senate Executive Committee discussed the issue on 2/23/09 and 3/16/09. The Executive Committee suggested that a committee be formed by the Vice President for Finance and Planning to revise the documents as necessary. A memo from the Senate Office, which is attached to Senator Borg’s memo, requesting the establishment of such a committee was forwarded to Vice President Bragg, VP of Finance and Planning, following the Executive Committee meeting of 3/16/09. |

The 2006-07 Faculty Affairs
Committee’s cover letter contained a rationale for the committee’s
recommendations for a child-care/elder-care facility. The committee’s
recommendations were presented to the Senate as an Information Item on
1/24/07. Per the Senate meeting of 1/24/07, negotiations are still underway
concerning a facility that would serve ISU, U of I and BroMenn Medical
Center. The Faculty Affairs Committee will be kept up-to-date on the progress
